Abstract
THE TESTIMONY WAS PART OF THE SENATE SUBCOMMITTEE'S INQUIRY INTO ACTIVITIES RELATED TO THE SUBVERSION OF CENTRAL INTELLIGENCE AGENCY (CIA) AND OTHER LAW ENFORCEMENT INTELLIGENCE-GATHERING OPERATIONS IN THE UNITED STATES. THE ORGANIZING COMMITTEE FOR A FIFTH ESTATE MADE PUBLIC THE IDENTITY OF RICHARD S. WELCH, A CIA AGENT IN ATHENS, GREECE, IN ITS PUBLICATION ENTITLED 'COUNTER-SPY.' LATER WELCH WAS SHORT AND KILLED BY UNKNOWN ASSASSINS. SUBSEQUENT NEWSPAPER ARTICLES AND EDITORIALS SUGGESTED THAT THE ORGANIZING COMMITTEE WAS MORALLY RESPONSIBLE FOR THE ASSASSINATION. REPRESENTATIVE MCDONALD, DESCRIBED BY THE SUBCOMMITTEE CHAIRMAN AS ONE OF THE LEADING CONGRESSIONAL AUTHORITIES ON TERRORISM AND SUBVERSION, DESCRIBES THE ORIGINS, ACTIVITIES, AND PUBLICATIONS OF THE ORGANIZING COMMITTEE, WHICH WAS FIRST KNOWN AS THE COMMITTEE FOR ACTION/RESEARCH ON THE INTELLIGENCE COMMUNITY. PERSONS ASSOCIATED WITH THE ORGANIZING COMMITTEE ARE IDENTIFIED, AND THEIR POLITICAL ACTIVITIES ARE DISCUSSED. REFERENCES TO TIES WITH RADICAL GROUPS ARE MADE. EXCERPTS FROM 'COUNTER-SPY' AND COPIES OF THE ORGANIZING COMMITTEE'S ANNUAL REPORT FOR 1973 AND OTHER PUBLICATIONS ARE AMONG SUPPORTING DOCUMENTS.
