YOUTH COMMISSION WORKING WITH FIRST OFFENDERS, OR PRE-DELINQUENT YOUTHS AND THEIR FAMILIES, IN AN ATTEMPT TO DIVERT THESE OFFENDERS FROM THE JUVENILE COURT.
Abstract
SENDING ARRESTED YOUTHS TO COUNTY JUVENILE COURT, PRIOR TO THE ESTABLISHMENT OF THE YOUTH COMMISSION, OVERBURDENED THE COURTS, STIGMATIZED THE INDIVIDUAL AND HIS FAMILY, AND DID NOT PROVE TO BE AN EFFECTIVE DETERRENT. THE YOUTH COMMISSION PROVIDES COUNSELING, HOME STUDY, AND REFERRAL SERVICES FOR YOUTHS ARRESTED FOR SELECTED OFFENSES, EXCLUDING TRAFFIC, DRUG, OR SERIOUS FELONY CASES. THERE IS NO DISCLOSURE OF CONFIDENTIAL DISCUSSIONS WITH THE POLICE OR OTHER CITY GOVERNMENT OFFICIALS. COOPERATION WITH THE COMMISSION IS VOLUNTARY. HOWEVER, 'PARENTS ARE ADVISED THAT IF THEY DO NOT CARE TO WORK WITH THE COUNSEL, THE CASE WILL BE REMANDED TO COUNTY JUVENILE COURT'. THIS LEAA FUNDED PROJECT HAS INCREASED COMMUNITY AWARENESS OF YOUTH NEEDS AND PROBLEMS. ENCOURAGED ADMINISTRATIVE ACTION, AND DIRECTED PARENTS AND YOUTHS TO PROBLEMS IN FAMILY LIFE STYLES AND INTERPERSONAL COMMUNICATION WITHIN FAMILIES WHICH MIGHT NEED ATTENTION.
