STUDY DISCUSSES A METHOD OF INSTITUTING CLOSED CIRCUIT TELEVISION BETWEEN THE FIRST DISTRICT COURT BUILDING AND SUFFOLK COUNTY POLICE PRECINCTS TO SAVE STEPS IN THE ARRAIGNMENT PROCESS.
Abstract
AS CONCEPTUALIZED, THE JUDGE, DISTRICT ATTORNEY, AND COURT REPORTER WOULD BE LOCATED AT THE DISTRICT COURT AND WOULD BE TELEVISED TO THE PRECINCT HOUSE. AT THE PRECINCT HOUSE THE ARRESTED AND ARRESTING OFFICER OR DESK SERGEANT WOULD BE TELEVISED TO THE DISTRICT COURT BUILDING. THE SYSTEM WOULD ELIMINATE THE TIME REQUIRED TO TRANSPORT PRISONERS TO THE FIRST DISTRICT COURTHOUSE, THE NUMBER OF PERSONS IN DETENTION DUE TO THE SYSTEM'S CAPABILITY OF CONTINUOUS ARRAIGNMENT, AND COSTS FOR DETENTION MEALS. THERE ARE, HOWEVER, A SERIES OF TECHNICAL AND LEGAL QUESTIONS THAT BEAR ON THE PROCESS, SUCH AS THE PRISONER'S TRIAL RIGHTS....BS
