CHANGES IN ADMINISTRATIVE ORGANIZATION, POLICIES, PAY SCALES, APPOINTMENT PROCEDURES, GRIEVANCE PROCEDURES, AND OTHER PERSONNEL MATTERS ARE RECOMMENDED FOR THE SUPREME COURT OF THE STATE OF WASHINGTON.
Abstract
THIS PLAN DEALS WITH INTERNAL ADMINISTRATIVE MATTERS AND COVERS SUGGESTED POLICIES AND A PERSONNEL SYSTEM PLAN FOR THE OFFICES OF THE SUPREME COURT CLERK, THE REPORTER OF DECISIONS, THE SUPREME COURT COMMISSIONER, AND THE ADMINISTRATOR FOR THE COURTS. PAY SCHEDULES ARE PROPOSED, ALONG WITH DETAILS FOR A TRANSITION TO THE NEW PAY SCHEDULES. A CLASSIFICATION PLAN IS SUGGESTED, AND GUIDELINES FOR PERSONNEL MANAGEMENT ARE DISCUSSED. THESE GUIDELINES COVER PROPOSED PERSONNEL RULES CONCERNING SICK PAY, LEAVE TIME, GRIEVANCES, APPOINTMENT OF EMPLOYEES, EMPLOYEE EVALUATION AND DISCIPLINE, AND OTHER ADMINISTRATIVE MATTERS. JOB DESCRIPTIONS ARE INCLUDED FOR KEY PERSONNEL CATEGORIES. SPECIFIC RECOMMENDATIONS ARE MADE REGARDING LINES OF COMMUNICATION AND AUTHORITY. THE SYSTEM'S DESIGN PERMITS ITS APPLICATION TO OTHER STATE COURTS IF NECESSARY. ORGANIZATION CHARTS ARE APPENDED. (GLR)
