This white paper discusses the current state of Japanese police activities, centering on 1977, and the future of law and order and the immediate problems of police administration.
Abstract
Police activities are considered in the areas of underworld organizations, local community social control, criminal investigation, prevention of juvenile delinquency, protective activities, safety of life, environmental cleanliness, traffic safety, maintenance of public security, and disasters and accidents. Immediate goals of police activities are tighter control over criminal gangs by rounding up bosses and other leaders, cutting off sources of income, seizing firearms, and socially isolating criminal gangs; improved efficiency of investigation, including the establishment of a technical investigation system and a system for conducting wideranging investigations to deal with the increase in crimes committed over wide areas; and tighter control over stimulant drugs, including the development of new investigation techniques, the expansion of the scope of investigation to cover overseas bases of illicit production and smuggling, and work in close cooperation with the countries involved. Additional goals include promotion of activities to protect juveniles, including the control of organized crime activities that injure juveniles, the discovery and protection of runaways, and the prevention of drowning deaths; promotion of measures for drivers and traffic control, including the expansion of traffic safety education for newly-licensed drivers and the banning of dangerous drivers from the roads; and the prevention of terrorist and guerrilla activities by violence-oriented ultraleftist groups. The establishment of measures against major disasters, include annual police drills for disasters such as typhoons and earthquakes.
