These Supplemental Guidelines for the Implementation of the Sex Offender Registration and Notification Act (SORNA) augment or modify certain features of SORNA guidelines issued by the U.S. Attorney General in the National Guidelines for Sex Offender Registration and Notification on July 2, 2008.
Abstract
The SORNA guidelines are intended to provide guidance and assistance to jurisdictions in implementing the SORNA standards in their sex offender registration and notification programs. The supplemental guidelines make a change in the guidelines required by the KIDS Act and address other issues that have arisen in jurisdictions' implementation of the SORNA requirements. The matters addressed in the supplemental guidelines include certain aspects of public website posting of sex offender information, interjurisdictional tracking and information-sharing regarding sex offenders, the review process regarding jurisdictions' SORNA implementation, the classes of sex offenders to be registered by jurisdictions retroactively, and the treatment of Indian tribes newly recognized by the Federal Government subsequent to the enactment of SORNA. These supplemental guidelines were effective as of January 11, 2011.
