A TRANSCRIPT IS PROVIDED OF U.S. ATTORNEY GENERAL GRIFFIN BELL'S SENATE TESTIMONY REGARDING CONGRESSIONAL AUTHORIZATION OF THE JUSTICE DEPARTMENT'S PROGRAM AND FUNDING INITIATIVES FOR FISCAL YEAR 1979.
Abstract
THE DEPARTMENT'S PROGRAMS FALL INTO SEVERAL CATEGORIES: LITIGATION, LAW ENFORCEMENT, CORRECTIONS, STATE AND LOCAL ASSISTANCE, AND JUSTICE DEPARTMENT MANAGEMENT. WHILE THE PRIMARY MISSION OF THE DEPARTMENT IS TO REPRESENT THE FEDERAL GOVERNMENT IN CIVIL AND CRIMINAL MATTERS (INCLUDING ANTITRUST, TAX, AND CIVIL RIGHTS LITIGATION), 43 PERCENT OF THE FISCAL BUDGET IS DEVOTED TO THE THREE LAW ENFORCEMENT BUREAUS MAINTAINED BY THE DEPARTMENT--THE FEDERAL BUREAU OF INVESTIGATION, THE IMMIGRATION AND NATURALIZATION SERVICE, AND THE DRUG ENFORCEMENT ADMINISTRATION. IN THE CRIMINAL LAW ENFORCEMENT AREA, THE DEPARTMENT INTENDS TO PLACE PARTICULAR EMPHASIS ON CHALLENGING ORGANIZED CRIME, WHITE COLLAR CRIME, CORRUPTION BY PUBLIC OFFICIALS, AND NARCOTICS TRAFFICKING. DURING 1979, THE IMMIGRATION AND NATURALIZATION SERVICE WILL WORK TO DEVELOP MORE EFFECTIVE BORDER ENFORCEMENT CAPABILITIES, INSPECTION PROGRAMS, AND ANTISMUGGLING EFFORTS IN AN ATTEMPT TO STEM THE FLOW OF UNDOCUMENTED FOREIGN WORKERS INTO THE COUNTRY. IMPROVEMENTS ARE ALSO PLANNED IN THE AREA OF CORRECTIONS. WHILE THE DEPARTMENT REMAINS OPPOSED TO THE ESTABLISHMENT OF A NATIONWIDE SYSTEM OF METROPOLITAN CORRECTIONAL CENTERS FOR UNSENTENCED FEDERAL PRISONERS, WORK WILL CONTINUE ON THE DEVELOPMENT OF A COMPREHENSIVE NATIONAL STRATEGY FOR GREATER INTERGOVERNMENTAL COOPERATION IN THE CORRECTIONS AREA. STATE AND LOCAL ASSISTANCE IS EXPECTED TO BENEFIT FROM THE PROPOSED RESTRUCTURING OF LEAA, AND THE LATELY ESTABLISHED OFFICE FOR IMPROVEMENTS IN THE ADMINISTRATION OF JUSTICE IS SEEN AS AN AID TO DEPARTMENT MANAGEMENT IN 1979.
