THIS REPORT OUTLINES BURGLARY TRENDS IN MINNESOTA, AND PROPOSES SEVERAL COMMUNITY, LAW ENFORCEMENT, AND CRIMINAL JUSTICE MEASURES THAT MAY BE USED TO REDUCE BURGLARY LEVELS.
Abstract
THE COMMISSION REPORTS THAT BURGLARY IS AN INCREASINGLY COMMON, EXPENSIVE, CORRUPTIVE, AND DISRUPTIVE ACTIVITY HAVING BOTH DIRECT AND INDIRECT NEGATIVE CONSEQUENCES FOR MINNESOTA RESIDENTS. NOTING THAT REPORTED BURGLARY RATES HAVE NEARLY QUADRUPLED IN THE LASY FIFTEEN YEARS, THE AUTHORS ARGUE THAT PRESENT PROCEDURES DO NOT DETER BURGLARY. SUCH CONDITIONS AS POOR HOME SECURITY, EASY MARKETS FOR STOLEN GOODS, AND UNCERTAIN PUNISHMENT FOR ADULT AND JUVENILE BURGLARS ALL ENCOURAGE INCREASES IN BURGLARIES. TO COUNTERACT THIS TREND, THE REPORT ADVOCATES SUCH MEASURES AS IMPROVEMENT OF HOME SECURITY THROUGH CRIME WATCH PROGRAMS AND IMPROVED SECURITY MEASURES; REVISION OF POLICE AND CORRECTIONAL PROCEDURES TO ALLOW FOR IMPROVED PREVENTION AND MORE CERTAIN PUNISHMENT OF OFFENDERS; AND DISCOURAGEMENT OF THE MARKET FOR STOLEN GOODS. IN ADDITION, THE REPORT CALLS FOR ESTABLISHMENT OF A PRIVATE CRIME COMMISSION AND A MINNESOTA ACADEMY OF CRIMINAL JUSTICE TO PROMOTE AN INFORMED AND COORDINATED ANTI-BURGLARY EFFORT....DMC
