SUGGESTIONS FOR CENTRALIZING GOVERNMENT AUTHORITY, COORDINATING LAW ENFORCEMENT ACTIVITIES, AND DESIGNING LAWS TO DEAL WITH EMERGENCY URBAN DISORDERS.
Abstract
THE LEGAL CONSTRAINTS THAT LIMIT A CITY'S CAPABILITY TO DEAL WITH CIVIL DISORDERS ARE EXPLORED. THE ENFORCEMENT RESPONSIBILITIES OF CITY, STATE, AND METROPOLITAN GOVERNMENTS ARE DEFINED, AND POLITICAL FACTORS THAT MAY IMPEDE EFFECTIVE CIVIL ORDER SUPPRESSION BY EACH LEVEL OF GOVERNMENT ARE IDENTIFIED. SPECIAL STATUTES AND ORDINANCES ARE SUGGESTED FOR DEALING WITH RIOT SITUATIONS.
