This report by the current Administration summarizes the results of a collaborative process that resulted in a set of recommendations for increasing the security of the Nation's surface transportation system.
Abstract
This report presents a set of 20 recommendations developed through the Administrations Surface Transportation Security Priority Assessment. The objectives of the assessment were to gain input from the major stakeholders in the surface transportation sector to 1) enhance security and reduce risk in the sector; 2) improve the efficiency and effectiveness of the Federal mission, organization, and programs; 3) strengthen interactive stakeholder partnerships; and 4) employ a systems management approach to surface transportation security. The set of recommendations developed from this assessment address the policy gaps and obstacles to improving security, enhance coordination and the unity of effort among the major stakeholder in the surface transportation sector, and maximize the use of partner strengths and capabilities. Some of the recommendations include: designating a lead agency to coordinate periodic security risk analyses; implementing an integrated Federal approach that consolidates capabilities in a unified effort; identify appropriate methodologies to evaluate and rank surface transportation systems and infrastructure that are critical to the Nation; implement a grants program based on a long-term strategy for surface transportation security; and establish a measureable evaluation system to determine the effectiveness of surface transportation security grants.
