The Surveillance and Treatment on Probation (STOP) program, a program in Lexington, Ky., involving random urinalysis and intensive treatment for probationers with a history of drug abuse and criminality, was evaluated using data from program records and the Lexington-Fayette Urban County Police Department.
Abstract
The program was established in June 1988 as a court-ordered condition of probation. The research focused on characteristics and outcomes for 176 clients. Results revealed that 28 percent were considered high success, 39 percent moderate success, 18 percent some success, and 15 percent minimal success. The urinalyses revealed an 11.8 percent rate of positives. Eighty- nine clients had no rearrests. Findings prevented definitive conclusions regarding STOP's effectiveness. Nevertheless, clients experienced a sense of trust and rapport with the counselors and the program, drug use was reduced among STOP clients, and the rearrest rate was lower than might be expected from the existing literature on recidivism among persons on conditional release.
