DESCRIPTION OF THE METHODOLOGY AND FINDINGS OF A 1974 QUESTIONNAIRE/INTERVIEW SURVEY OF 233 STATE JAIL FACILITIES.
Abstract
THIS SURVEY COVERED 12 AREAS: IDENTIFYING DATA, FACILITY CHARACTERISTICS, SECURITY, JAIL RECORDS, FOOD PROGRAM STAFF FUNCTIONS, VISITING REGULATIONS, DETAINEE SERVICE PROGRAMS, DETAINEE CHARACTERISTICS, DETAINEE INTERVIEWS, AND TIME TRENDS. DETAILED STUDY FINDINGS ARE CONTAINED IN 40 TABLES. SOME MAJOR PROBLEMS IDENTIFIED INVOLVED THE MAINTENANCE OF COMPREHENSIVE, SYSTEMATIC JAIL RECORDS, A WIDE VARIATION IN THE PROVISION OF SERVICES AMONG JAILS, AND THE OVERCROWDING OF LARGER FACILITIES BY BACKUP OF PRETRIAL CASES AND CONVICTED FELONS. SPECIFIC RECOMMENDATIONS ARE MADE IN THE AREAS OF GUIDELINES AND STANDARDS, JAIL PERSONNEL, STAFF TRAINING, PHYSICAL CAPABILITY, DETAINEE SERVICE-TREATMENT-TRAINING, PRETRIAL TIME, SOCIO-MEDICAL CASES, VARIATION IN SERVICES, OVER-CROWDING, JAIL RECORDS, AND PUBLIC VISIBILITY. A LIST OF REFERENCES IS INCLUDED. THE APPENDIX CONTAINS A LIST OF THE CITY AND COUNTY JAILS VISITED IN THE SURVEY AND A DRAFT OF 'A JAILS MINIMUM STANDARDS LEGISLATIVE PACKAGE.'
