PROGRESS IN THE DEINSTITUTIONALIZATION OF STATUS OFFENDERS AND IN THE SEPARATION OF JUVENILE AND ADULT OFFENDER FACILITIES IN MISSOURI IS REVIEWED FOR 1977.
Abstract
THIS ANNUAL REPORT PROVIDES A STATUS OFFENDER DETENTION PROFILE ON A CIRCUIT-BY-CIRCUIT BASIS. IT REVIEWS THE SEPARATION OF JUVENILE AND ADULT OFFENDERS FOR EACH CIRCUIT AND FACILITY. FINDINGS AND RECOMMENDATIONS OF THE REPORT TEAM ARE SUMMARIZED. SUMMARY TABLES HAVE BEEN UTILIZED TO ALLOW OVERALL COMPARISONS OF DATA COLLECTED BETWEEN 1975 AND 1977. THE DATA INDICATE THAT IN 1977, 51 PERCENT OF THE CIRCUITS IN MISSOURI USED A FACILITY FOR JUVENILE DETENTION WHICH COMPLIED WITH JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT GUIDELINES FOR SEPARATING JUVENILE AND ADULT OFFENDERS. FURTHERMORE, 57 PERCENT OF THE FACILITIES SURVEYED COMPLIED WITH THE ACT'S SUGGESTIONS FOR THE HANDLING OF STATUS COMMITTALS. THE REPORT TEAM RECOMMENDED THAT (1) GUIDELINES FOR THE STANDARDIZATION OF CIRCUIT RECORDKEEPING BE ESTABLISHED; (2) SELF-REPORT REQUIREMENTS BE CONSIDERED FOR ON-GOING DATA COLLECTION; (3) TERMS AND DEFINITIONS BE CLARIFIED; (4) THE DATA BE FURTHER ANALYZED TO ASSESS THE RELATIONSHIPS OF SEX, AGE, STATUS OFFENSE, LOCATION, LENGTH OF DETENTION, AND RELEASE DESTINATION WITH THE DEINSTITUTIONALIZATION OF STATUS OFFENDERS. APPENDIXES CONTAINING THE SURVEY INSTRUMENTS ARE INCLUDED.
