EXAMINATION OF THE UTILIZATION OF RESERVE OFFICERS AS ONE METHOD OF ATTACKING THE RISING CRIME RATE, WITH SUGGESTED RESERVE OFFICER STANDARDS.
Abstract
A SURVEY WAS SENT TO 78 LAW ENFORCEMENT AGENCIES OF ALL LEVELS IN THE STATE OF ARIZONA TO DETERMINE THE EXTENT AND TYPE OF UTILIZATION OF RESERVE POLICE OFFICERS WITH 92 PERCENT RESPONDING. THE SURVEY INCLUDED QUESTIONS ON GENERAL INFORMATION, RECRUITMENT OF RESERVE OFFICERS, TRAINING, DUTIES, ORGANIZATIONAL STRUCTURE, AUTHORITY OF RESERVE OFFICERS, EMPLOYMENT STATUS, DEPARTMENT SUPPORT, DISTINGUISHING DIFFERENCES BETWEEN REGULAR AND RESERVE OFFICERS AND A GENERAL COMMENTS SECTION. THE INFORMATION CONTAINED IN THE SURVEY RESULTS RELATE TO THE 34 POLICE AGENCIES WITHIN THE STATE OF ARIZONA THAT HAD A RESERVE OFFICER COMPONENT. THE RESULTS OF THE SURVEY ARE ALSO COMPARED TO THE STANDARDS SET FORTH IN THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS REPORT ON POLICE, AND WERE FOUND IN GENERAL TO BE CONSISTENT WITH THE NATIONAL STANDARDS. SUGGESTED STANDARDS FOR RESERVE OFFICERS IN THE STATE OF ARIZONA ARE LISTED.
