This executive summary reports on a study of suspensions and revocations part of the major parole research program as conducted by the Research Division of the Ministry of the Solicitor General of Canada.
Abstract
It supplies data on the processes, documentation, grounds and reasons for suspension and revocations through a study including a review of NPB regional files, interviews with important decision-makers, and mailed questionnaires to parole supervisors in private agencies. The results provide information regarding reasons for suspensions and their outcomes; factors related to suspension/revocation decisions; and time delay. Recommendations deal with CSC documentation; time delay, criteria for suspensions and revocations, and criteria for re-credit and remission. In particular, CSC documentation in suspension proceedings should include specific information; time delay should be reduced either by additional Board members or by hearing examiners; and criteria need to be established for decisionmaking about suspension, revocation, and recrediting of remission. 4 notes
