REPORT RECOMMENDS ESTABLISHMENT OF INDIAN ORIENTED ADULT CORRECTIONAL FACILITY IN SOUTH DAKOTA.
Abstract
THIS PROPOSAL INVOLVES CONVERTING A FORMER JOB CORPS FACILITY INTO A CORRECTIONAL FACILITY THAT WOULD BE INDIAN RUN AND WOULD REFLECT THE CULTURAL AND RELIGIOUS VALUES OF INDIANS. INDIAN OFFENDERS FROM FIVE STATES AND FROM FEDERAL PRISONS COULD CHOOSE TO TRANSFER THERE. THE BULK OF RESPONSIBILITY FOR OPERATING THE FACILITY WOULD FALL TO THE CHEYENNE RIVER SIOUX TRIBE, ON WHOSE RESERVATION THE FACILITY WOULD BE LOCATED. THE FEASIBILITY STUDY TARGETED SUCH FACTORS AS CONVERSION COSTS, PROBLEMS OF INTERMINGLING OF TRIBES, ESTABLISHED CORRECTIONAL NEEDS, AND THE IMPACT OF THE FACILITY ON RESERVATION INDIANS. NONE OF THESE FACTORS, THE STUDY FOUND, STAND AS PROBLEMS TO THE ESTABLISHMENT OF THE CENTER. THE AUTHORS BELIEVE THE FACILITY WOULD BE A STEP FORWARD IN CORRECTIONS BY HAVING THE INDIAN COMMUNITY BEGIN TO ASSUME RESPONSIBILITY FOR THE TREATMENT AND REHABILITATION OF ITS MEMBERS.
