This report provides a description of research and existing U.S. Department of Health and Human Services, Administration for Children and Families (ACF) resources for working with at-risk youth and their families.
Abstract
The ACF provides programs for organizations and communities to work with at-risk youth and prepare them for self-sufficiency and improve their workforce potential. This report presents a description of the research and existing ACF resources for working with these youth. The report is divided into four sections. The first section examines the primary questions that guide the research and resources aimed at working with at-risk youth, and discuss the key concepts used in the research. Section II examines the theoretical perspectives and intervention approaches to working with at-risk youth, while section III provides a listing of ACF program resources and existing youth-serving models. ACF resources include the Family and Youth Services Bureau, the Children's Bureau, the Office of Child Support Enforcement, and the Office of Family Assistance. Examples of youth-serving programs sponsored by ACF include the Transitional Living Program for Runaway and Homeless Youth, the Chafee Foster Care Independent Program, the Parenting and Paternity Awareness Program, and Teen REACH (Responsibility, Education, Achievement, Caring, and Hope). The final section of the report examines the implications for conceptual frameworks for developing programs for working with at-risk youth. References and appendix
