Abstract
THIS IS THE FIRST REFERENCE VOLUME OF A SERIES OF THREE WHICH PRESENT THE BACKGROUND MATERIALS DEVELOPED IN THE STUDY ENTITLED, A SYSTEMS ANALYSIS OF THE TRAFFIC LAW SYSTEM. THE STUDY USED SYSTEMS ANALYSIS CONCEPTS TO EXAMINE THE OPERATIONS OF THE TRAFFIC LAW SYSTEM WITH THE GOAL OF MORE PRECISELY DEFINING THE OBJECTIVES OF THE SYSTEM AND OF IDENTIFYING ALTERNATIVES AND MODIFICATIONS THAT WILL ALLOW THE SYSTEM TO MANAGE RISK MORE EFFECTIVELY. THE PRIMARY FOCUS OF THE STUDY IS ON THE TRAFFIC LAW SYSTEM AS IT OPERATES ON MAN IN HIS ROLE AS A VEHICLE OPERATOR. MAJOR FINDINGS OF THE STUDY ARE REPORTED IN A SUMMARY VOLUME, NCJ-007158.
