APPLICABILITY OF THE PRECEPTS OF SYSTEMIC THINKING TO OPERATIONAL AND MANAGERIAL PROBLEMS CONFRONTING SMALL-TOMEDIUM SIZE POLICE DEPARTMENTS.
Abstract
THE BEVERLY HILLS, CALIFORNIA POLICE DEPARTMENT CONDUCTED A ONE-YEAR PROGRAM TO DEMONSTRATE EFFECTIVE APPLICATION OF SYSTEMS ANALYSIS/OPERATIONS RESEARCH TO THE IMPROVEMENT OF LAW ENFORCEMENT IN SMALL-TO MEDIUM-SIZED POLICE DEPARTMENTS, DEVELOPMENT OF AN IN-HOUSE CAPABILITY TO APPLY SYSTEMS ANALYSIS/OPERATIONS WHICH OTHER CITIES OF COMPARABLE SIZE USE. THE APPROACH TO ACHIEVING THESE OBJECTIVES WITH THREE IN-HOUSE STUDIES WAS MARGINALLY EFFECTIVE BUT LED TO THE DEVELOPMENT OF A COMPREHENSIVE TRAINING PROGRAM THAT CREATED THE DESIRED CAPABILITY. SUCCESSESS AND FAILURES OF THE PROGRAM IN BEVERLY HILLS ARE FRANKLY DISCUSSED.
