RESEARCH EFFORT TO DEFINE ROLES, FUNCTIONS AND PERFORMANCE OBJECTIVES FOR OPERATIONAL CRIMINAL JUSTICE PERSONNEL.
Abstract
PROJECT STAR (SYSTEMS AND TRAINING ANALYSIS OF REQUIREMENTS FOR CRIMINAL JUSTICE PARTICIPANTS) IS A 39-MONTH EFFORT INVOLVING FOUR STATES (CALIFORNIA, TEXAS, MICHIGAN, AND NEW JERSEY), THE U.S. DEPARTMENT OF JUSTICE, LEAA, AND NUMEROUS CRIMINAL JUSTICE AGENCIES. THIS REPORT RECOUNTS PROJECT ACTIVITIES DURING THE MONTHS OF JULY, AUGUST, AND SEPTEMBER 1973. DURING THIS PERIOD INCREASING STAFF EFFORT WAS DIRECTED TOWARD DEVELOPING THE THIRTEEN IDENTIFIED ROLE MODULES COMPRISING THE POLICE TRAINING PACKAGE BASED UPON THE CONCEPTUAL DESIGN MODEL APPROVED EARLIER BY THE ADVISORY COUNCIL. SPECIFIC MATERIAL FOR SIX DRAFTED POLICE TRAINING MODULES WAS PRESENTED AT THE AUGUST 15TH NATIONAL ADVISORY COUNCIL MEETING. COUNCIL DELIBERATION RESULTED IN THE REFERRAL OF THE DRAFT TRAINING MATERIAL FOR WORKSHOP STUDY BY APPROPRIATE MEMBERS OF THE NATIONAL COUNCIL, POLICE RESOURCE GROUP AND EDUCATION AND TRAINING RESOURCE GROUP HELD AT THE PROJECT OFFICES ON AUGUST 23RD AND 24TH. MODIFICATIONS IN MODULE FORMAT, WRITING STYLE, AND CONTENT WERE RECOMMENDED AND THE WORKSHOP PARTICIPANTS SUGGESTED THAT STAFF DEVELOP A PROTOTYPE MODULE INCORPORATING SUGGESTIONS EMANATING FROM WORKSHOP AND STAFF CRITIQUES OF THE INSTRUCTIONAL MATERIALS.
