Abstract
A LISTING OF THE PROJECT OBJECTIVES IS FOLLOWED BY A DEFINITION OF THE PROBLEM SCOPE AND OF THE GENERAL PROJECT GOAL. ELEVEN PROPOSED MAJOR ACTIVITIES ARE OUTLINED AND BRIEFLY DISCUSSED, AND AN IMPLEMENTATION SCHEDULE IS PRESENTED. THE REPORT ENDS WITH A DISCUSSION OF FUNDING AND OF THE PARTICIPATING ORGANIZATIONS, WHICH INCLUDE ADVISORY COUNCILS IN CALIFORNIA, MICHIGAN, NEW JERSEY AND TEXAS, THE COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING, THE AMERICAN JUSTICE INSTITUTE, SYSTEM DEVELOPMENT CORPORATION, AND THE FIELD RESEARCH CORPORATION.
