PROCEEDINGS FROM A LATIN AMERICAN SYMPOSIUM HELD IN COSTA RICA UNDER UNITED NATIONS SPONSORSHIP FOCUS ON THE TRAINING OF CORRECTIONAL PERSONNEL, CORRECTIONAL REFORM, AND ALTERNATIVES TO INSTITUTIONALIZATION.
Abstract
NEW PROGRESSIVE CRIMINOLOGICAL AND CORRECTIONAL POLICIES MUST REFLECT CURRENT SOCIOCULTURAL CHANGES IN VALUES AND ATTITUDES. IN ORDER TO ACHIEVE THIS PURPOSE A NEW BREED OF HIGHLY-TRAINED AND MOTIVATED CORRECTIONAL PERSONNEL MUST BE RECRUITED. A NEW COMPREHENSIVE TRAINING POLICY IS NEEDED, TOGETHER WITH A NEW PERCEPTION BY CORRECTIONAL OFFICIALS AND WORKERS OF THEIR WORK AS A TRUE PROFESSION. IMPROVEMENTS IN PAY, WORKING CONDITIONS, AND COMMUNITY SUPPORT OF THEIR EFFORTS ARE NEEDED FOR CORRECTIONAL PERSONNEL TO PERFORM EFFECTIVELY IN THE NEW CORRECTIONAL ENVIRONMENTS PROPOSED IN PENOLOGICAL REFORM. SUCH REFORMS INCLUDE SEMI-OPEN PRISON FARMS, AND COMMUNITY-BASED CORRECTIONS. COSTA RICA IS AS AN EXAMPLE OF ENLIGHTENED CORRECTIONAL PHILOSOPHIES ACTUALLY IMPLEMENTED IN ONGOING PROGRAMS. BIBLIOGRAPHIES ARE APPENDED TO EACH PAPER IN THESE PROCEEDINGS. A COMPREHENSIVE BIBLIOGRAPHY IS ALSO SUPPLIED.
