A CALIFORNIA PROGRAM WHICH PROVIDES SERVICES TO STATUS OFFENDERS OUTSIDE THE CRIMINAL JUSTICE SYSTEM IS EVALUATED.
Abstract
THE EL DORADO COUNTY PROGRAM WAS INITIATED IN 1975 AND PROVIDES A 24-HOUR TELEPHONE CRISIS LINE, FOSTER HOME PLACEMENT, COUNSELING AND REFERRAL SERVICES, AND TRAINING. THE EVALUATION INCLUDES A COMPARISON OF THE DIFFERENCES IN DISPOSITION AND RE-ARREST BEHAVIOR OF CLIENTS BEFORE AND AFTER TREATMENT IN THE PROGRAM. A QUALITY OF SERVICE ASSESSMENT IS MADE FROM THE POINT OF VIEW OF OTHER COMMUNTIY AGENCIES; PROGRAM COSTS ARE COMPARED WITH ESTIMATES OF PREPROGRAM COSTS FOR PROCESSING STATUS OFFENDERS; AND PROGRAM IMPACT ON THE FLOW CLIENTS IS STUDIED. THE RESULTS SHOW THAT CLIENT OFFENSES DECREASED AFTER CONTACT WITH THE PROGRAM AND THAT OTHER COMMUNITY AGENCIES WERE GENERALLY SATISFIED WITH THE PROGRAM. WHILE COSTS INCREASED FOR FOSTER HOME PLACEMENTS, THE NUMBER OF REFERRALS FOR STATUS OFFENDERS DECREASED. OTHER SECTIONS OF THE REPORT DESCRIBE THE USE OF STAFF TIME, CHARACTERISTICS OF CLIENTS, AND SERVICES PROVIDED.
