DESCRIPTION OF CALIFORNIA'S OFFENDER-BASED TRANSACTION STATISTICS SYSTEM (OBTS) AND RECOMMENDATION FOR IMPLEMENTATION OF SIMILAR INFORMATION SYSTEMS IN EVERY STATE.
Abstract
THE AUTHOR SEEKS TO DISPEL MYTHS ABOUT CRIME AND CRIMINAL JUSTICE FUNCTIONS WHICH ARE BASED ON THE INSUFFICIENT DATA NOW AVAILABLE AS CRIME STATISTICS AND INDICATORS. STATISTICS EXPLAINING THE DISPOSITION OF FELONY CASES IN SOUTHERN CALIFORNIA IN 1974 ARE EXAMINED TO ILLUSTRATE WHAT THE CRIMINAL JUSTICE SYSTEM ACTUALLY DOES WITH PERSONS ARRESTED AND CHARGED WITH FELONY OFFENSES.
