After describing South Carolina's project to meet the educational needs of female offenders, this book provides guidelines for establishing, operating, and evaluating a similar program.
Abstract
The South Carolina program is designed to enable adult female offenders, parolees, and probationers to enroll in and complete educational programs; develop job-search skills; increase their self-esteem; and enter jobs above the poverty level in wages. Chapter 1 describes the first year the program operated in South Carolina. Discussed in the first chapter are the problems, needs, and issues of female offenders and ex-offenders, including the emotional resistance and personal obstacles women face daily. Pitfalls encountered in conducting the program and some program successes are identified. A case study of one program participant follows descriptions of program goals and strategies to achieve them. Chapter 2 contains guidelines and principles for establishing an educational support program for women. The topics addressed are planning, organizing, staffing, maintaining accountability, developing resources, and establishing intake and referral procedures. The chapter on operating the program discusses the enrollment process, screening and selecting participants, beginning support services, verifying educational and career plans, financial aid, the maintenance of support services, job placement services, and the monitoring of employment records. The final chapter provides guidelines for "formative" and "summative" program evaluations. Sample forms, appended list of financial resources, standard test purchase information, and 12 references
