OPPOSING VIEWS ARE PRESENTED ON AN ENGLISH BORSTAL HOSTEL IN WHICH THE YOUTHS ARE ALLOWED SIGNIFICANT FREEDOM, INCLUDING ACCESS TO THE TOWN IN WHICH IT IS LOCATED.
Abstract
THE HOSTEL IS PRAISED AS AN ATTEMPT TO TEACH RESPONSIBILITY, AS WELL AS SKILLS. IT IS SUGGESTED THAT SUCH A SYSTEM AVOIDS THE DIFFICULTIES OF TRAINING OFFENDERS TO LIVE IN SOCIETY WHILE REMOVING THEM FROM IT. TAYLOR HOUSE IS CRITICIZED AS AN EXAMPLE OF TOKEN REFORM. A MORE CONSTRUCTIVE MEANS OF AVOIDING THE DRAWBACKS OF IMPRISONMENT FOR YOUNG OFFENDERS WOULD BE TO TRANSFER RESPONSIBILITY FOR YOUNG OFFENDERS FROM THE PRISON DEPARTMENT.
