THIS PAPER OUTLINES THE POSITIONS OF ADVOCATES OF POLICE DECENTRALIZATION, TRADITIONAL POLICE ORGANIZATION, AND COMMUNITY CONTROL OF POLICE, AND DESCRIBES THE FEATURES OF TEAM POLICING APPROACHES TO DECENTRALIZATION.
Abstract
THE DEVELOPMENT OF THE TEAM POLICING CONCEPT IS TRACED FROM ITS ORIGINS IN SCOTLAND SHORTLY AFTER WORLD WAR TWO, TO APPLICATION TO THE CONCEPT IN AMERICAN CITIES DURING THE 1960'S. THE SUCCESSFUL TEAM POLICING EXPERIMENT CONDUCTED IN HOLYOKE, MASSACHUSETTS, IS DESCRIBED AS A CASE EXAMPLE OF THE TEAM POLICE CONCEPT, AND EXAMPLES OF THE FEATURES OF SUCCESSFUL TEAM POLICING APPROACHES ARE DRAWN FROM THIS CASE STUDY. BOTH EXTRAORGANIZATIONAL AND INTRAORGANIZATIONAL FACTORS ARE EXPLORED....DMC
