THE MULTNOMAH COUNTY, OREG., NEIGHBORHOOD TEAM POLICING PROGRAM'S EFFORTS TO PROMOTE COMMUNICATION AND COOPERATION BETWEEN CITIZENS AND POLICE ARE DESCRIBED.
Abstract
THE PROGRAM REPLACED THE COMMONLY USED CONCEPTS OF PUBLIC RELATIONS, SUCH AS IMAGE BUILDING AND ONE-WAY COMMUNICATION, WITH THE CONCEPT OF POLICE-COMMUNITY INTERACTION. IN TEAM POLICING, COMMUNITY-POLICE INTERACTION IS AN ESSENTIAL PART OF THE PATROL FUNCTION AND IS PLANNED BY THE TEAM MANAGER AND MEMBERS. IN MULTNOMAH COUNTY, COMMUNITY INVOLVEMENT EFFORTS BY THE SHERIFF'S OFFICE HAVE INCLUDED THE USE OF CIVILIAN PERSONNEL AS COMMUNITY SERVICE OFFICERS, THE INTRODUCTION OF SALARY INCENTIVES FOR PROVIDING COMMUNITY SERVICE, AND THE DEVELOPMENT OF FORMAL PROGRAMS BY THE FIVE NEIGHBORHOOD TEAMS. COMMUNITY SERVICE OFFICERS TAKE PART IN CRIME PREVENTION, VICTIM ASSISTANCE, AND COMMUNITY INVOLVEMENT ACTIVITIES. THE INCENTIVE PLAN INVOLVES SALARY INCENTIVES FOR ACCUMULATION OF VOLUNTEER HOURS IN THE AREAS OF EDUCATION, TRAINING, AND COMMUNITY SERVICE. THE NEIGHBORHOOD TEAM PROGRAMS ARE TAILORED TO THE SPECIFIC NEEDS OF EACH NEIGHBORHOOD. DETAILS OF THE COMMUNITY-POLICE INTERACTION ACTIVITIES ARE PROVIDED. (LKM)
