PROGRAM MODEL OF THE STATE OF NEBR. WHICH USES TECHNICAL COMMUNITY COLLEGES TO PROVIDE EDUCATIONAL AND SOCIAL SERVICES TO OFFENDERS IN COUNTY JAILS AND TO DEVELOP STUDY-RELEASE AND SIMILAR PROGRAMS IS PRESENTED.
Abstract
QUESTIONNAIRES SENT TO ALL 93 NEBR. SHERIFFS AND TO THE ADMINISTRATORS OF ALL THE TECHNICAL COMMUNITY COLLEGES IN THE STATE FOUND THAT OFFENDERS IN JAILS HAVE MANY NEEDS WHICH COLLEGES HAVE RESOURCES TO MEET. MAJOR OFFENDER NEEDS ARE REMEDIAL OR VOCATIONAL EDUCATION, FINANCIAL HELP FOR FAMILIES, AND SOCIAL SERVICES. OTHER NEEDS UNCOVERED WITH THE HELP OF A PANEL OF EXPERTS INCLUDED SOME FORM OF WORK-RELEASE OR STUDY-RELEASE PROGRAM AND HELP IN BREAKING THE ARREST CYCLE. THE PROGRAM MODEL PRESENTED MAKES THE TECHNICAL COMMUNITY COLLEGE THE FOCUS FOR OFFENDER EDUCATIONAL AND PSYCHOLOGICAL SERVICES. THE COLLEGES HAVE THE TALENT TO DEVELOP ALTERNATIVE OFFENDER PROGRAMS AND COULD COORDINATE THE EFFORTS OF VARIOUS COMMUNITY AGENCIES. TABLES PRESENT DATA DEVELOPED BY THE STUDY. POSSIBLE COMMUNITY-BASED CORRECTIONS PROGRAMS ARE DESCRIBED. THE SURVEY QUESTIONNAIRES ARE APPENDED AS ARE LETTERS AND OTHER DOCUMENTS USED IN THE STUDY. THE BIBLIOGRAPHY DEVELOPED FROM THE LITERATURE SEARCH IS INCLUDED. IT IS HOPED THAT THIS MODEL WILL BE USED TO ACTUALLY IMPLEMENT A COMPREHENSIVE PROGRAM FOR OFFENDERS HOUSED IN COUNTY JAILS. (GLR)
