A futures study examined the responsibility for the development of subordinates in a mid-sized police agency in California in the year 2002 and developed a strategic plan related to this issue as well as a transition management plan for proceeding from the present to the future.
Abstract
Based on the observation that traditional approaches to police management and personnel career development will be ineffective in meeting the need for greater police effectiveness with fewer resources, the research considered significant trends and likely events that might influence the issue of employee development. Results indicated trends related to an evolution in police thinking, the restructuring of police organizations, the shift from military management to consensus management, greater use of civilians, the need for police applicants to have education beyond high school, and technological advances. Findings suggested that the future development of subordinates will be a shared process. Figures, 13 references
