The technique of controlled delivery has been used in some countries for more than a decade as an aid in identifying and bringing to justice the organizers and principals in illicit drug trafficking, rather than merely arresting couriers or effecting seizures of drugs of unknown origin.
Abstract
This technique involves allowing a drug consignment that has been detected to go forward under the control and surveillance of law enforcement officers. The controlled delivery technique is compatible with the requirements of the 1961 Single Convention on Narcotic Drugs. However, its application depends on the particular legal and administrative provisions in the countries concerned. The technique should be used more widely. It does not involve any element of entrapment. It has been used most effectively when illicit drugs are discovered in unaccompanied freight consignments or in the mail. Controlled deliveries involving couriers present special difficulties and should be handled with caution. Security of information is paramount, as is the appropriate knowledge and cooperation of the law enforcement authorities in the nation in which the drugs are detected, in transit countries, and in the destination country. International cooperation has made possible many important detections using controlled deliveries. 3 references. (Author abstract modified)
