Abstract
GENERAL STANDARDS FOR ESTABLISHING THE ORGANIZED CRIME CONTROL UNIT COVER CRITERIA FOR ESTABLISHMENT (PROBLEM AND RESOURCES), PREPARATION OF A MISSION PAPER STATING THE PROBLEMS AND GOALS TO BE ADDRESSED BY THE UNIT, POLITICAL CONSIDERATIONS, ATTORNEY ASSIGNMENTS, INVESTIGATIVE RESOURCES, THE INTELLIGENCE ANALYST, THE INVESTIGATIVE ACCOUNTANT, TRAINING, CLERICAL AND SECRETARIAL PERSONNEL, PHYSICAL EQUIPMENT AND SPACE, AND SECURITY REQUIREMENTS. GENERAL STANDARDS FOR ORGANIZING THE UNIT CONCERN THE ORGANIZATION OF ATTORNEY WORKLOADS, THE RELATIONSHIP BETWEEN ATTORNEYS AND INVESTIGATORS, THE UNIT'S RELATIONSHIPS WITH OUTSIDE ORGANIZATIONS, AND POLICY MANUALS. STANDARDS PERTAINING TO THE OPERATION OF THE UNIT COVER STRATEGY, ALLOCATION OF INVESTIGATIVE AND PROSECUTIVE RESOURCES, POLITICAL INVESTIGATIONS, FEASIBILITY STUDIES, THE INVESTIGATIVE PLAN, IMPLEMENTING THE PLAN, METHODS OF INVESTIGATION, PRODUCTS OF INVESTIGATIONS, TRIAL ASSIGNMENTS, SENTENCING AND PLEA BARGAINING, PAROLE, AND OUTSIDE EVALUATION. EACH STANDARD IS ACCOMPANIED BY A COMMENTARY. AN INTRODUCTORY SECTION REVIEWS THE BACKGROUND AND SCOPE OF THE STANDARDS AND LISTS THE MEMBERS OF A PANEL THAT EVALUATED THE STANDARDS. (LKM)
