The Technology Committee's (Committee) suggestions and proposals for fiscal year 1994 are presented.
Abstract
This executive summary presents initial suggestions and proposals regarding equipment and technology for the purpose of enhancing the ability of the Montgomery County, Maryland Police Department to implement community policing, improve the delivery of current services to the community, and improve officer safety. The Committee focuses on three major areas: (1) equipment and technology; (2) communications systems; and (3) computer systems. The Committee conducted a survey which broke down the equipment and technology needs by station and unit. Short-term recommendations, necessary so that long- range recommendations of the Committee can be accomplished in a realistic time frame include upgrading the Criminal Justice Information System (CJIS) system, automation of the Telephone Reporting Unit in Records (TRU), and upgrading basic equipment such as fax machines, laser speed guns, computerized drawing of composite photo of suspects, computerized defendant arrest processing, video cameras, and personal computers and printers. The Committee suspended all involvement in the communications area until a contract selection has been made regarding a Telecommunications Consultant Radio Communications Master Plan. Also included in this executive summary are appendixes describing the Maryland Incident-Based Reporting System (MIBRS), a copy of an article discussing an integrative criminal justice information computer system, flow charts, a sample event report, and information concerning National Crime Information Center (NCIC)-2000.
