THE ADMINISTRATIVE AND OPERATIVE USES OF A TELEPHONE RECORDING SYSTEM WHICH MONITORS ALL INCOMING CALLS AND DISPATCHING COMMUNICATIONS ARE OUTLINED.
Abstract
ACTUAL USES OF THE SYSTEM IN NORTH READING MAINE, CHESHIRE, AND HAMDEN, CONNECTICUT ARE DISCUSSED. THE RECORDINGS MAY BE USED FOR INVESTIGATIVE PURPOSES, SUCH AS BOMB THREAT CALLS, OR FOR PROTECTION AGAINST UNWARRANTED CHARGES OF DISPATCHING INEFFICIENCY. THE SYSTEM ALSO SERVES AS AN ADMINISTRATIVE TOOL FOR DETERMINING THE EFFICIENCY OF HANDLING INCOMING AND DISPATCHING CALLS. FINALLY, THE RECORDINGS CAN ASSIST POLICE IN UNDERSTANDING EMERGENCY CALLS FOR SERVICE, SINCE ANY DIFFICULT MESSAGE CAN BE PLAYED BACK UNTIL THE NATURE OF THE CALL AND THE ADDRESS ARE CLEAR. SOME TECHNICAL FEATURES OF THE SYSTEM ARE ALSO OUTLINED. (AUTHOR ABSTRACT MODIFIED)
