REPORT ON TECHNICAL ASSISTANCE GIVEN TO THE TEMPE (AZ) POLICE DEPARTMENT IN RENOVATING ITS COMMUNICATION SYSTEM TO BEGIN OPERATION ON A NEW RADIO CHANNEL AND INSTALL A SATELLITE RECEIVER SYSTEM FOR POOR RECEPTION AREAS.
Abstract
THE ASSISTANCE WAS REQUESTED TO CORRECT ANY INTERFERENCE PROBLEMS THAT MAY ARISE WITH NEIGHBORING COMMUNITIES AS A RESULT OF OPERATING THE NEW CHANNEL, TO DESIGN A SUITABLE SATELLITE COMMUNICATIONS SYSTEM, AND TO PREPARE PROCUREMENT SPECIFICATIONS FOR EQUIPMENT NEEDED FOR THE NEW SYSTEM. THE CONSULTANT CONDUCTED A THREE-DAY, ON-SITE VISIT IN SEPTEMBER 1976 DURING WHICH TIME HE TOURED POOR RECEPTION AREAS OF THE CITY, REVIEWED FCC (FEDERAL COMMUNICATIONS COMMISSION) LICENSE PROBLEMS CONCERNING THE NEW CHANNEL, AND REVIEWED PRESENT DISPATCH CENTER OPERATIONS. IN ADDITION, HE MET WITH POLICE DEPARTMENT AND STATE PLANNING AGENCY PERSONNEL ABOUT INTERFERENCE PROBLEMS, ASSISTED IN THE DESIGN OF A SATELLITE SYSTEM CAPABLE OF EXPANSION, AND ESTABLISHED SYSTEM DESIGN CRITERIA AND PREPARED EQUIPMENT SPECIFICATIONS. RECOMMENDATIONS ARE SET FORTH URGING IMPLEMENTATION OF ORIGINAL PLANS SINCE IT WAS FOUND THAT DEVELOPMENT OF INTERFERENCE IS DOUBTFUL AND POOR RECEPTION WAS PROBABLY CAUSED BY INADEQUATE EQUIPMENT. SPECIFICATIONS FOR THE PROPOSED COMMUNICATIONS SYSTEM DESIGN ARE APPENDED.
