PROJECT STUDYING THE EFFECTIVENESS OF THE TEMPORARY RELEASE PROGRAMS, AND FOCUSING ON THE PERSONAL RATHER THAN THE STATISTICAL VIEWPOINT.
Abstract
SINCE THE PROGRAMS HAVE ONLY BEEN OPERATING SINCE 1970, IT IS IMPOSSIBLE TO ACQUIRE THE PERSPECTIVE REQUISITE TO A STATISTICAL ANALYSIS. THE MAJOR PORTION OF THIS PROJECT, THEREFORE, CONSISTS OF PERSONAL INTERVIEWS WITH INMATES AND ADMINISTRATORS AT REPRESENTATIVE INSTITUTIONS AND OF INFORMATION COMPILED FROM RESPONSES TO QUESTIONNAIRES DISTRIBUTED TO ALL PARTICIPANTS IN THESE PROGRAMS. THIS APPROACH, HOWEVER, CARRIES ITS OWN BENEFITS BECAUSE THE CONCEPTS OF PUNISHMENT, RETRIBUTION, AND REHABILITATION PRESENT IN OUR CORRECTIONAL SYSTEM INVOLVE MORAL AND SOCIETAL JUDGMENTS WHICH STATISTICS CANNOT EVALUATE. QUESTIONNAIRES WERE DISTRIBUTED TO EACH OF THE NINE INSTITUTIONS PARTICIPATING IN THE PROGRAM. THERE WERE THREE SETS OF QUESTIONNAIRES - ONE FOR ADMINISTRATORS, ONE FOR INMATES, AND ONE FOR EMPLOYERS PARTICIPATING IN THE WORK RELEASE PROGRAMS. (AUTHOR ABSTRACT)
