This article presents 10 key elements of improved criminal investigation in Japan.
Abstract
Public support and cooperation with the investigation is indispensable. This can be solicited through public appeals in newspapers and on television. A second important element of criminal investigation is the uniformed 110 telephone dial system and the communications command and direction center. In Japan the 110 telephone system is the nationally emergency telephone number to the police. A call is immediately connected to the communications command and direction center, which gives necessary instructions to all appropriate patrol and investigative personnel. Emergency deployment operation, a third key element in investigation, positions police officers at key locations in targeted areas to increase the likelihood of apprehending offenders fleeing from a crime. To achieve the early apprehension of criminals, the police have organized a mobile investigation squad that regularly patrols in a radio-equipped investigative car. The use of the most recent scientific knowledge and technology in criminal investigation is important as well, including the application of computers to the processing of investigative information. An arrangement called 'investigation headquarters' provides for the deployment of investigators from a number of stations to deal with a comparatively large-scale incident. Other key elements of investigations are the use of wanted circulars and other publicity to aid in the location of suspects, mutual cooperation with foreign police, and recruitment and training of detective officers.
