Abstract
ANNUAL ACTION PROGRAMS ARE PRESENTED ACCORDING TO NINE FUNCTIONAL CATEGORIES. THESE INCLUDE LEGISLATION, PLANNING AND EVALUATION, RESEARCH AND INFORMATION SYSTEMS, PREVENTION, DETECTION, DETERRENCE AND APPREHENSION, DIVERSION, ADJUDICATION, AND INSTITUTIONAL AND NON-INSTITUTIONAL REHABILITATION. PROBLEM AREAS ARE OUTLINED AND RECOMMENDED CORRECTIVE MEASURES ARE DISCUSSED.
