Court decisions on inmates' rights are reviewed with respect to prison law libraries, assistance of counsel, habeus corpus, and access to the court. A pretrial drug testing program in Maryland is described, as is a demonstration project on inmate drug treatment in jails that includes a jail survey, three demonstration program sites, and the provision of technical assistance to jails wishing to implement drug treatment programs.
