Using a survey and personal interviews involving terrorism experts and police executives as well as a literature review, this study assesses the terrorist threat to the United States nationwide and in California and recommends a strategic plan for responding to the terrorist threat in California.
Abstract
All respondents view terrorism as a major potential problem in California which the State is currently ill-prepared to address. The study recommends a strategic plan to counter the terrorist threat that involves expanding the anti-terrorist task force approach used in Los Angeles County for the 1984 Olympic Games. The centerpiece of the proposal is a central depository for the collection, analysis, and dissemination of intelligence data pertaining to terrorism. This data would be used in training and updating police at the local level. Line personnel would be trained to recognize trends and events which constitute intelligence data. The challenge is to develop a statewide intelligence network and a response capability that extends to the local level. Survey questionnaire, 7 footnotes. (Author abstract modified)
