VARIOUS ISSUES RELATING TO INTERNATIONAL TERRORISM, ITS DEFINITIONS, PREVENTION, AND IMPACT ARE DISCUSSED, AND EXAMPLES OF SEVERAL NATIONAL POLICIES AGAINST TERRORISM ARE PRESENTED.
Abstract
TERRORISM IS DESCRIBED IN TERMS OF ITS RELATION TO THE CRIMINAL JUSTICE SYSTEM. THE FIRST PART OF THE BOOK CONSIDERS THE IMPACT OF A CERTAIN CRIMINAL PROBLEM ON THE OPERATIONS OF THE CRIMINAL JUSTICE SYSTEM BASED ON THE EFFECT OF THE PROBLEM ON THE SYSTEM, AND THE EFFECT OF THE SYSTEM ON THE PROBLEM. TERRORISM, SKYJACKING, AND THEN THE CRIMINAL JUSTICE SYSTEM'S RESPONSE TO THE PROBLEM ARE ADDRESSED. THIS DETERMINES HOW EFFECTIVELY THE CRIMINAL JUSTICE SYSTEM DEALS WITH TERRORISM. SEVERAL CHAPTERS FOCUS ON THE UNIQUE DIFFICULTIES POLITICAL TERRORISM POSES FOR THE DIFFERENT COMPONENTS OF THE SYSTEM. THE SPECIAL COMPLICATIONS STEMMING FROM THE GROWING INTERNATIONAL CHARACTER OF POLITICAL TERRORISM ARE EXAMINED, AND AREAS FOR FUTURE RESEARCH ARE SUGGESTED. THE SECOND PART OF THE BOOK DEALS WITH ACTUAL NATIONAL EXPERIENCES WITH TERRORISM. PROGRAMS IN BELGIUM AND FINLAND, WHERE THERE ARE NO PROBLEMS RELATING TO TERRORISM, ARE PRESENTED. THE LEGISLATION AGAINST TERRORISM IN FRANCE, THE INSTITUTIONALIZATION OF POLITICAL OFFENDERS IN THE UNITED STATES, AND GOVERNMENT POLICY IN SWEDEN ARE DISCUSSED. LEGISLATION IN THE FEDERAL REPUBLIC OF GERMANY AND NORTHERN IRELAND IS DESCRIBED, AND CHANGES ARE SUGGESTED. THIS DIVERSITY DEMONSTRATES THAT THERE IS NO STANDARDIZED POLICY TO FOLLOW FOR DEALING WITH THE TERRORISTS. TABULAR DATA, NOTES, AND AN INDEX ARE PROVIDED. FOR SELECTED READINGS, SEE NCJ 47358-47365.
