Abstract
THE LAW OF OCTOBER 1, 1833, BARRED THE EXTRADITION OF POLITICAL REFUGEES. UNDER PRESSURE FROM FRANCE, THIS WAS ALTERED ON MARCH 22, 1856, AND EXTRADITION OF THOSE GUILTY OF ATTACKING THE PERSON OF A CHIEF OF STATE WAS AUTHORIZED. IN 1833, BELGIUM DENIED POLITICAL REFUGEE STATUS TO A FRENCH ANARCHIST AND EXTRADITED HIM. THE AUTHOR SUGGESTS INSTITUTING AN INTERNATIONAL EXTRADITION JURISDICTION, SO THAT NATIONS CALLED UPON TO EXTRADITE SOMEONE WOULD NO LONGER FIND THEMSELVES IN THE ILLOGICAL POSITION OF HAVING TO ACT BOTH AS A JUDGE AND AN INTERESTED PARTY AT THE SAME TIME. --IN FRENCH
