AN EDITED AND ANNOTATED TRANSCRIPT IS PROVIDED OF A 1976 CONFERENCE HELD IN OKLAHOMA AT WHICH GOVERNMENT, LAW ENFORCEMENT, AND MEDIA LEADERS EXAMINED PROBLEMS INHERENT IN JOURNALISTIC COVERAGE OF TERRORIST EVENTS.
Abstract
AMONG THE CONFERENCE PARTICIPANTS WERE THE STATE ATTORNEY GENERAL, THE STATE COMMISSIONER OF PUBLIC SAFETY, THE CHIEF OF THE HIGHWAY PATROL, THE SPECIAL AGENT IN CHARGE OF THE STATE'S FEDERAL BUREAU OF INVESTIGATION OFFICE, THE STATE NATIONAL GUARD ADJUTANT GENERAL, THE COMMANDER OF THE TINKER AIR FORCE BASE, THE MANAGER OF THE WILL ROGERS WORLD AIRPORT, THE DIRECTOR OF THE FEDERAL AVIATION ADMINISTRATION CENTER, THE OKLAHOMA CITY MAYOR, THE CITY MANAGER, THE CHIEFS OF THE POLICE AND FIRE DEPARTMENTS, THE COUNTY SHERIFF, THE NEWS DIRECTORS OF ALL THE CITY TELEVISION STATIONS AND MAJOR RADIO STATIONS, AND THE SENIOR EDITORS OF ALL THE MAJOR CITY PAPERS. THE CONFERENCE HAD TWO MAJOR PURPOSES: (1) TO PROVIDE THE PARTICIPANTS WITH A COMMON BASE OF INFORMATION ON THE NATURE OF TERRORISM AND (2) INITIATE DISCUSSIONS BETWEEN THE ENFORCEMENT AND MEDIA SECTORS REGARDING THE ISSUE OF PRESS COVERAGE OF TERRORIST EPISODES. THE FIRST PORTION OF THE TRANSCRIPT (SEE NCJ-56501) IS DEVOTED TO A STUDY GROUP PRESENTATION THAT AMOUNTS TO A MINICOURSE ON TRANSNATIONAL TERRORISM, WITH PARTICULAR ATTENTION TO POLICE AND PRESS PROBLEMS IN DEALING WITH TERRORIST INCIDENTS. THE SECOND SECTION (SEE NCJ-56502) FOCUSES MORE SUBSTANTIVELY ON THE RELATIONSHIP BETWEEN MEDIA COVERAGE AND TERRORISM. REFERING TO SELECTED TERRORIST EVENTS, INCLUDING THE HANAFI KIDNAPPING IN WASHINGTON, D.C., THE SOUTH MOLUCCAN TRAIN HIJACKING IN THE NETHERLANDS, AND THE CROATIAN NATIONALIST BOMBING AND SKYJACKING IN NEW YORK, THE MEDIA'S OFTEN SUPPORTIVE, SOMETIMES DISASTROUS ROLE IN TERRORIST ENCOUNTERS IS UNDERSCORED. A REPORT OF THE TASK FORCE ON DISORDERS AND TERRORISM IS APPENDED. (KBL)
