GUIDELINES FOR EXECUTIVES TO PROTECT THEIR BUSINESSES AND THEMSELVES FROM BOMBINGS, KIDNAPPINGS, AND OTHER ATTACKS ARE PRESENTED IN PRACTICAL TERMS.
Abstract
A BRIEF HISTORY OF BOMBINGS AND EXPLOSIVES AND AN ANALYSIS OF THE EXTENT OF THE PROBLEM IN 1978 ARE GIVEN. THE RUDIMENTS OF WHAT A BOMB IS AND HOW IT WORKS ARE EXPLAINED IN ORDER TO HELP EXECUTIVES KNOW WHAT THEY ARE LOOKING FOR IN A BOMB SEARCH AND UNDERSTAND THE DANGERS ASSOCIATED WITH THEM. TECHNIQUES WHICH CAN BE USED TO DETERMINE THE VULNERABILITY OF AN ORGANIZATION TO A BOMBING ARE OUTLINED. CHECKLISTS ARE PROVIDED TO ASSESS THE EFFECTIVENESS OF A BUILDING'S PHYSICAL BARRIERS TO INTRUSION AND ENTRANCE MONITORING SYSTEMS, AS WELL AS COMPANY HIRING PRACTICES. THE PROCEDURES WHICH SHOULD BE FOLLOWED IF THE COMPANY RECEIVES A BOMB THREAT ARE OUTLINED. KEEPING A CALLER ON THE LINE, OBTAINING ESSENTIAL INFORMATION FROM HIM, NOTIFYING AUTHORITIES, AND HANDLING EXTORTION DEMANDS ARE CONSIDERED. THE EXECUTIVE IS TAUGHT HOW TO CONDUCT A BOMB SEARCH -- HOW TO ORGANIZE AND TRAIN A BOMB SEARCH TEAM, WHERE TO LOOK, WHAT TO LOOK FOR, AND WHAT TO DO IF A BOMB IS LOCATED. FACTORS WHICH SHOULD BE CONSIDERED IN DETERMINING THE SERIOUSNESS OF A BOMB THREAT AND PROCEDURES TO FOLLOW FOR EVACUATION OF THE BUILDING, IF NECESSARY, ARE EXPLAINED. MORALE PROBLEMS AND THE AVOIDANCE OF PANIC ON THE PART OF EMPLOYEES ARE IMPORTANT CONSIDERATIONS. THE SPECIAL CASE OF MAIL BOMBS, DETECTION, HANDLING, AND SCREENING OF MAIL DELIVERIES ARE DISCUSSED. BASIC PRINCIPLES OF SECURITY ARE SUMMARIZED, INCLUDING THE ESSENTIAL ELEMENTS OF PHYSICAL LOCATION OR SETTING, FENCES, ALARM SYSTEM, DOOR AND WINDOW SECURITY, INTERIOR OR EXTERIOR DESIGN, VISITOR ENTRY AND MOVEMENT, AND EMPLOYEE SECURITY. A FINAL SECTION IS DEVOTED TO KIDNAPPING: PRECAUTIONS WHICH SHOULD BE TAKEN BY THE EXECUTIVE IN HIS PERSONAL HABITS, TRAVEL ARRANGEMENTS AND ACCOMMODATIONS, AND FAMILY AND HOME SECURITY ARE DESCRIBED. PROCEDURES FOR BOTH THE ORGANIZATION AND THE HOSTAGE TO FOLLOW IF A KIDNAPPING DOES OCCUR ARE OUTLINED. BASIC RULES OF CONDUCT WHEN DEALING WITH KIDNAPPERS ARE DETAILED TO INCREASE THE CHANCES OF THE HOSTAGE'S SURVIVAL. AN INDEX IS PROVIDED (VDA)
