AN OVERVIEW OF TERRORIST ATTACKS INVOLVING THE USE OF EXPLOSIVES IS PRESENTED, AND BASIC PREVENTIVE MEASURES ARE SUGGESTED. SPANISH ORGANIZATIONS WHICH DEAL WITH THE PROBLEM ARE BRIEFLY EXAMINED.
Abstract
GENERAL ASPECTS OF TERRORISM WITH EXPLOSIVES COVERED IN THIS ARTICLE INCLUDE POINTS WHICH SHOULD BE COVERED IN AN INVESTIGATION OF SUCH AN INCIDENT, LEVEL OF KNOWLEDGE OR ABILITY OF THE TERRORIST, MOTIVATION AND OBJECTIVES OF TERRORIST ACTS, SOURCES OF SUPPLY FOR EXPLOSIVES, AND TYPES OF ATTACKS AGAINST PERSONS (IN THE OPEN, IN ENCLOSED PLACES, THROUGH THE MAILS, OR IN VEHICLES). AMONG PREVENTIVE MEASURES FOR POLICE PERSONNEL CITED ARE CONTACT WITH BUSINESSES AND WAREHOUSES TO CONTROL THE MOVEMENT OF CHEMICALS OR PYROTECHNIC MATERIALS WHICH COULD BE USED TO CONSTRUCT EXPLOSIVE DEVICES, AWARENESS OF THEFTS FROM POWDER MAGAZINES OR STOREHOUSES, CREATION OF INFORMATION SYSTEMS FOR ESTABLISHMENTS WHICH ARE POTENTIAL TARGETS IN ORDER TO RECORD ALL SUSPICIOUS ACTIVITIES, COOPERATION WITH MILITARY OFFICIALS IN THE CASE OF MILITARY-TYPE EXPLOSIVES, AND MAINTENANCE OF AN INCIDENT FILE. SPECIAL TEAMS OR DIVISIONS WITHIN SPANISH LAW ENFORCEMENT FORCES FOR HANDLING TERRORIST INCIDENTS ARE DESCRIBED. --IN SPANISH.
