Issues surrounding domestic and international terrorism and its control are addressed in statements and testimony.
Abstract
Three types of terrorism are distinguished on the basis of the social and political context and the goals being pursued. The communist conspiracy theory of terrorism is evaluated. The definition, nature, and extent of terrorism is considered and illustrated with examples from the Middle East. Counterterrorism activities of the Federal Bureau of Investigation and the Office for Counter-Terrorism and Emergency Planning are described. Police chiefs from Baltimore, New York City, and Chicago offer their perspectives on domestic terrorism and police response to it, including intelligence, target identification and hardening, and responses to specific incidents such as bombings and hostage situations. Appendixes include additional materials on terrorist activities in the United States, police response to terrorism, and international cooperation in combating it.
