ONE OF THE PARADOXES OF TERRORISM IS THAT TERRORIST GROUPS RELY FOR PROTECTION ON SOME OF THE VERY FREEDOMS AND RIGHTS THAT THEIR ACTIVITY THREATENS.
Abstract
THE DIRECTOR OF THE FEDERAL BUREAU OF INVESTIGATION ACKNOWLEDGES THAT ALTHOUGH THE THREAT OF TERRORIST ACTIVITY COULD BE SUBSTANTIALLY REDUCED BY EXTRALEGAL OR ILLEGAL LAW ENFORCEMENT MEASURES, ANY BREACH OR SUSPENSION OF THE RIGHT TO PRIVACY, FREEDOM OF SPEECH, OR OTHER AMERICAN CONSTITUTIONAL RIGHT WOULD NOT BE A VIABLE RESPONSE. THE AUTHOR CALLS FOR A FIRM POLICY IN DEALING WITH TERRORIST GROUPS AND ACTIVITIES BACKED BY COOPERATION BETWEEN THE ACADEMIC AND LAW ENFORCEMENT COMMUNITIES. SOCIETY, HE STRESSES, HAS A DUTY TO KEEP LAW ENFORCEMENT EFFORTS WITHIN LEGAL BOUNDS AND WITH IT THE OBLIGATION TO SUPPORT LAW ENFORCEMENT WHEN IT ACTS WITHIN THOSE BOUNDS.
