Abstract
THE CHIEF OF THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) TECHNICAL RESEARCH UNIT DISCUSSES BOMBINGS AND BOMBERS, TOUCHING ON THE INCREASE IN POLITICALLY RELATED BOMBINGS THROUGH 1974, REASONS BEHIND THE USE OF BOMBS AS WEAPONS OF TERRORISM, PREDICTIONS REGARDING THE USE OF LETTER BOMBS, AND ADVICE FOR POLICE CHIEFS FACED WITH BOMBING CAMPAIGNS IN THEIR CITIES. THE COMMANDING OFFICER OF THE NEW YORK CITY POLICE DEPARTMENT'S HOSTAGE NEGOTIATION TEAM DESCRIBES THE CHARACTERISTICS OF PEOPLE WHO TAKE HOSTAGES, THE TEAM'S OPERATIONAL PROCEDURES IN HOSTAGE SITUATIONS, THE CONTAINMENT-NEGOTIATION COURSE OF ACTION, AND ADVICE FOR POLICE CHIEFS ON HANDLING HOSTAGE SITUATIONS. THE OFFICER EMPHASIZES THAT THE SANCTITY OF THE LIVES OF THE HOSTAGE, THE POLICE OFFICERS, AND THE PERSON HOLDING THE HOSTAGES SHOULD GUIDE POLICE OPERATIONS IN HOSTAGE SITUATIONS. THE SUPERVISOR OF THE PUBLIC SECURITY CENTER AT THE IACP DISCUSSES THE TREND TOWARD TERRORIST ATTACKS ON LARGE CORPORATIONS, THE TECHNIQUES USED IN SUCH ATTACKS, AND GUIDELINES FOR POLICE EXECUTIVES IN DEALING WITH TERRORIST CAMPAIGNS AGAINST BUSINESSES.
