A HISTORICAL SURVEY OF TERRORISM AND SABOTAGE SINCE 1870 IS PRESENTED IN THIS PHASE ONE STUDY, WITH THE PURPOSE OF IDENTIFYING RESOURCES NEEDED TO OPPOSE THREATS TO U.S. NUCLEAR PROGRAMS AND DEVELOP COPING MECHANISMS.
Abstract
THE HISTORICAL EVALUATION AND RESEARCH ORGANIZATION'S (HERO'S) TASK WAS TO ASCERTAIN TO WHAT EXTENT RELEVANT TERRORIST INCIDENTS ARE RECORDED IN READILY AVAILABLE SECONDARY SOURCES, TO FORM A BASIS FOR EXPANDING INFORMATION COVERAGE FOR PHASE TWO, AND TO PROVIDE MATERIAL ON TERRORISM AND SABOTAGE FOR PRELIMINARY ANALYSIS IN PHASE ONE AND INTENSIVE ANALYSIS IN PHASE TWO. A BRIEF SUMMARY OF RELEVANT RESEARCH IN THE AREA OF SABOTAGE AND TERRORIST THREATS TO NUCLEAR FACILITIES IS APPENDED, AS WELL AS THE CHRONOLOGICAL SURVEY OF TERRORISTIC EVENTS FOR THE YEARS 1870 THROUGH 1973. HERO ORGANIZED AS MUCH INFORMATION AS WAS READILY AVAILABLE ON 56 TERRORIST GROUPS, MOST OF THEM CURRENTLY ACTIVE IN 29 COUNTRIES. THIS APPENDED INFORMATION WILL FORM THE NUCLEUS OF A MUCH MORE COMPREHENSIVE COVERAGE IN PHASE TWO. THE ALGERIAN FRONT FOR NATIONAL LIBERATION WAS SELECTED AS THE SUBJECT FOR SPECIAL ANALYSIS; THE FORMAT ESTABLISHES THE METHODOLOGICAL PATTERN FOR SUBSEQUENT CASE STUDIES. APPENDED IN THE REPORT, THE ALGERIAN FRONT STUDY, INCLUDES A HISTORICAL NARRATIVE DESCRIBING THE GROUP AND ITS ACTIVITIES, A CHRONOLOGY OF TERRORIST EVENTS FOR WHICH THE GROUP WAS HELD ACCOUNTABLE, A BEHAVORIAL ANALYSIS, AND CONCLUSIONS INDICATING THE RELEVANCE OF THE CASE TO THE PROBLEM OF SAFEGUARDING THE U.S. NUCLEAR PROGRAM. ALSO APPENDED ARE PRELIMINARY PAPERS ON VARIOUS ASPECTS OF THE TERRORIST PROBLEM AND A METHODOLOGY FOR PROCEEDING IN PHASE TWO. DUE TO THE ABSENCE OF ACTUAL EXPERIENCE WITH ATTACKS ON NUCLEAR TARGETS, THE METHODOLOGY WAS DESIGNED AS A BASIS FOR ESTIMATING THE AREAS OF HIGHEST VULNERABILITY AND GREATEST THREAT AND FOR SUGGESTING FACTORS TO BE CONSIDERED IN ATTEMPTING TO COPE WITH THE PROBLEMS. A BEHAVIORAL ANALYSIS OF TERRORISM, USING A METHODOLOGICAL FRAMEWORK FOR THE INTEGRATION OF HISTORICAL TERRORIST DATA INTO THE BEHAVIORAL APPROACH, IS ALSO APPENDED, ALONG WITH A BIBLIOGRAPHY. (WJR)
