These five papers examine the dynamics of terrorism in the Middle East, Western Europe, Latin America, and the United States and summarize the issues that terrorism poses for law enforcement and other governmental agencies.
Abstract
The papers explain the unique characteristics of each region and the ideology, political objectives, structure, tactics, sources of support, and international linkages of the terrorist groups in the region. Counterterrorist activity in the respective areas is also described. The concluding analysis emphasizes that the issues of terrorism go far beyond the jurisdiction of law enforcement agencies, yet these agencies are expected to take immediate, decisive action to cope with terrorist acts. It also notes that understanding the motivations of terrorists is essential to effective responses. The discussion emphasizes the multiplicity and diversity of terrorists and the need for a variety of responses based on cooperation among law enforcement agencies and the various countries involved. The components of the antiterrorist response in the United States include prevention, deterrence, reaction, and prediction. Chapter reference notes.
